How Can severe Depression Along With Anxiety Be Treated?

I HAVE A FAMILY MEMBER THAT I AM VERY CONCERNED ABOUT..SHE HAS SPELLS OF DEPRESSION, SHE MANIPULATES EVERYONE, SHE DOES NOT CARE ABOUT HER APPEARANCE, HOW SHE TAKES CARE OF HERSELF , HER CHILDREN, HER HOUSE, OR IN THIS CASE THEIR ROOM, SHE WAS TOLD BY A PSYCHIATRIST, THAT SHE IS A STAGE 20 ??? AND THE ONLY REASON SHE HAS NOT BEEN INSTITUITIONALIZED IS BECAUSE SHE HAS NOT HURT HERSELF, OR THE CHILDREN, OR ANYONE ELSE AT THIS POINT, WHICH SCARES ME TO DEATH.. IS THIS POSSIBLE FOR A DR. TO SAY THIS AND NOT FOLLOW THRU WITH A TREATMENT PLAN????? SHE SUPPOSEDLY HAS HAD EPISODES OF BIPOLAR, SCHIZOPHRENIA, DEPRESSION, ETC,, ACCORDING TO HER AUNT..
